About the Energy Research Institute
The Energy Research Institute(hereafter, ERI)
of the National Development and Reform Commission (NDRC) was established in 1980.It is a national research organization conducting comprehensive studies on China's energy issues. Since its Commission and the former State Economy Commission. Throughout, it was guided by the Chinese Academy of Sciences in many aspects of its research work. In 1988, ERI was put under the administration of the now former State Planning Commission. Further reforms in 2003 made ERI part of the National Development and Reform Commission. The ERI is also one of 7 research institutes administrated by the Academy of Macro-economic Research (AMR) of the NDRC.
ERI employs 100 staff, with one director-general and three deputy directors. Apart from this, there are 33 senior research posts. ERI is divided into 4 research centers with 3 function divisions and offices.
They are:
Center for Energy Economy and Development Strategy Research
Energy Efficiency Center
Center for Renewable Energy Development
Center for Energy, Environment and Climate Change Research
Research Management and International Collaboration Division
Administration Office
Human Resource Division
Additionally, ERI is responsible for editing and publishing Energy of China in its offices and owns Beijing Jike New Energy Technology Company.
ERI uses a director-general responsibility system under collective leadership. The director-general and deputy director-general of ERI are directly appointed by the NDRC and the institute uses a competitive method to select staff to fill leadership positions in each of the centers, divisions and offices noted above. Senior research titles are also appointed through competitive openings. Of the 33 senior researchers at ERI, 9 are research professors. In addition, there are more than ten research staffs who have been qualified as senior researchers. Over 80 percent of the staff at ERI conduct research.

Principles and scope of research The main principles of research at ERI include:The scope of research conducted by ERI has covered each field of energy production, distribution and consumption. The main focus is on soft scientific studies in the fields of energy economy, energy efficiency, energy & environment, and renewable energy.
Study on key energy-economic theories and methods, including national and regional issues of energy exploitation (including coal, power, oil, natural gas), development, processing & transform, transmission, end-use and supply & demand balance; energy safety, regional and international cooperation. Much of this work is related to providing input to central and local governments for setting up energy development strategies, development plans and relevant supplementary policies, energy regulations & laws, as well as energy management system reform.a)

International Cooperation ERI has established excellent cooperative research relations with international research organizations such as the International Energy Agency (IEA), the International Atomic Energy Agency (IAEA), and a number of research institutes in the United States, Japan, EU, Australia, Korea, Thailand and India. ERI has also conducted numerous cooperative programs with multilateral international organizations such as UNDP, the World Bank, Asian Development Bank and the GEF. ERI has also collaborated with private foundations such as U.S. Energy Foundation and the Shell Foundation. It has also assisted relevant government agencies to draft energy efficiency cooperation (Annex III), renewable energy industry development Annex IV and renewable energy plan & policy Annex V, all of which are part of the larger Sino-American Science & Technology Cooperation Agreement. Moreover, ERI helped catalyze the signing of these documents. Under these attachment documents, ERI coordinated the arrangement of activities conducted in 10 energy efficiency fields, including co-generation, district heating, industrial process control, high efficiency lights, policy study, information exchange, and financing. It has promoted the exchange among renewable energy circles and entrepreneur training. It conducts renewable energy technology exchange and training, based on the formulation of the 10th Five-year PlanĦħ and the strategy of western area development.
In recent years, ERI has successfully organized several large international workshops focusing on critical energy topics. Some of the most influential include: the Sino-UK Sustainable Development and Energy Workshop; the International Workshop on China Electric Power System Reform; Strategy Partner Cooperation: China Energy Saving Action Workshop, International Workshop of Renewable Energy RPS Policy; Environment, Renewable Energy and Energy Saving Exhibition in 2000; and Workshop on China Renewable Energy Industry Development Financing. ERI also cooperates with the U.S. Environmental Protection Agency to regularly hold an important Sino-Korea-US Energy and Economic Modeling Workshop each year.

Magazine Energy of China magazine is chiefly administrated by the National Development & Reform Commission, and sponsored by ERI. In Chinas energy sector, Energy of China is the only one to be publicly issued at home and abroad.Energy of China was initiated in 1978.
It aims at sharing information on Chinas principles, policies and regulations of energy, paying attention to energy hot topics, publishing recent research achievements, discussing reforms implemented in energy state-owned enterprises and sharing experience of listed company operation, and disseminating information on new energy technologies, products and markets.
All contents of this magazine are covered by CNKI and CAJ (CD), and China Academic Journal Comprehensive Evaluate Database also takes it as one of its source periodicals. Meanwhile, the whole content of this publication are available on the Wan-Fang Data website, and the CSTJD includes its contents as well.
