The purpose of the Jaffee Center is, first, to conduct basic research that meets the highest academic standards on matters related to Israel's national security as well as Middle East regional and international security affairs. The Center also aims to contribute to the public debate and governmental deliberation of issues that are – or should be – at the top of Israel's national security agenda.

The Jaffee Center seeks to address the strategic community in Israel and abroad, Israeli policymakers and opinion-makers and the general public.

The Center relates to the concept of strategy in its broadest meaning, namely the complex of processes involved in the identification, mobilization and application of resources in peace and war, in order to solidify and strengthen national and international security.

ESTABLISHMENT

The Center for Strategic Studies was founded in 1977 at the initiative of Tel Aviv University. In 1983 the Center was named the Jaffee Center for Strategic Studies--JCSS--in honor of Mr. And Mrs. Mel Jaffee. Major General (res.)

Aharon Yariv former government minister, Member of Knesset, and Director of Military Intelligence, took upon himself, at the University's request, the organization and management of the Center, and headed it until shortly before his death in 1994. Among the primary supporters of JCSS at its founding were Abba Eban, who served as first chairman of its International Board of Trustees, and the late Joseph H.(Buddy) Strelitz, then President of the American Friends of Tel Aviv University and later Chairman of the International Board of Trustees. Funds for the Center's creation were provided mainly by members of the Jewish communities of the United States, who have proved aware of and sensitive to the need for such an institution in Israel.

ORGANIZATION & FUNDING

Organization

The Center is governed by an international and an Israeli Board of Trustees. The International Board is composed of non-Israelis who are appointed by the President and Rector of Tel Aviv University on the recommendation of the Association of American Friends of Tel Aviv University. The Israeli Board of Trustees is appointed by the University President and Rector on the recommendation of the International Board. It is composed half of International Board members and half of University representatives and other Israeli public figures. The Israeli Board meets annually.

The Head of the Center is appointed by the University President and Rector, according to the recommendation of the Israeli Board of Trustees. Assisting the Head of JCSS with the preparation and implementation of the Center's research program is an interdisciplinary Academic Advisory Committee composed of experts in the fields related to the Center's work. An Editorial Board oversees the Center's publication program. The International Board serves in an advisory capacity, while the Israeli Board has both advisory and approval functions with regard to the Center's general policy annual program, and budget.

Funding

The JCSS budget is based largely on the annual interest that accrues from an endowment fund established by the Association of American Friends of Tel Aviv University from contributions made primarily by the Jewish community of the United States. This is supplemented by foundation support and contributions dedicated to specific projects In this way JCSS seeks to ensure for itself the financial independence necessary for its research and other activities.

RESEARCH & PUBLICATIONS

Research

In fulfillment of its aims, JCSS initiates and conducts research on a multiplicity of factors--political, military economic psychological, sociocultural, etc.--that involve strategic issues. Emphasis is placed on those issues relevant to Israeli national security.

The Center maintains a staff of specialists in the various disciplines related to strategic studies. As projects require experts from other institutions in Israel and abroad are employed.

Publications

The Center publishes the results of its research as books journal articles, special reports, JCSS annual, and memoranda. These publications appear in Hebrew and/or in English The books written by the Center's research associates are published by leading university presses and commercial publishers Articles appear in scholarly journals and strategic periodicals. The annual Middle East Military Balance provides broad assessments of major strategic developments in the Middle East as well as data on military, economic, and demographic conditions in all states of the region. Memoranda are brief analyses of timely issues with policy relevant implications. The JCSS Bulletin, published twice yearly, informs friends of the Center as well as colleagues and sister institutions worldwide, about new research publications and events at the Jaffee Center.

The opinions expressed in any of the JCSS publications are those of the authors; they do not necessarily reflect the views of the Center, its trustees, officers, other staff members, or the organizations and individuals that support its research. Thus, the publication of a work by JCSS signifies that it is deemed worthy of public consideration, but does not imply endorsement of conclusions or recommendations.

The Information Center and Library maintains scholarly collections related to the various projects undertaken by JCSS and its research staff. These include holdings in a number of fields - both traditional and interdisciplinary - such as Political Science, International Relations, Middle East Studies, Military Technology, Geography, Law, Political Economy, Security Studies, and Sociology.

The Information Center also provides up-to-date periodical literature, in the form of daily Newspapers, Weeklies, and Academic Journals (dating from the 1970s to the present), and houses a comprehensive collection of all JCSS Research publications, including Books, Research Series, and Studies. The Library's holdings number some 4,000 volumes, part of which are presents and donations given to the Center . The Information Center carries out intensive use of online information resources and performs online searches on a wide variety of subjects.

The Information Center's top priority is serving the research staff at JCSS. With that, all of the Center's holdings, databases, and services are open to University students, local and foreign researchers, IDF personnel, journalists from Israel and abroad.

I am pleased to inform you that The Middle East Strategic Balance 2004-2005, edited by Zvi Shtauber and Yiftah Shapir, has just been published by Sussex Academic Press and the Jaffee Center for Strategic Studies.

This new book includes six analytical chapters that focus on regional developments connected with Israel's strategic options. Among the prominent subjects examined are democratization processes in the Middle East, the ongoing instability in Iraq, Iran's approach to nuclear capability, international terrorism, developments in the Israeli-Palestinian arena, and rising oil prices.

The analytical portion of the book is followed by an overview of the region's military forces, including the major changes in the orders of battle and the key components of their force structures.
