Dr Kim Howells, Minister of State, FCO
Morocco is making a serious attempt to come to terms with its past and improve human rights and development. Two major reports published in 2005 examine Moroccos experience of mediation and reconciliation and identify past development failures as a basis for planning future priorities. The conference will consider these, provide recommendations and explore the significance of the Moroccan case for other countries.
