How the neo-con/Zionist Grouping Uses Conferences as a Technique to "Seduce" US Officials: The Case of Condoleeza Rice.

 

The neo-con/Zionist view of the world sees the world as governed by guns in the hands of states. Since "gun-power" multiplied by "national will" as embodied in leadership is the motor of history, all other trends and spheres follow on. The rest is technical details such as the world economy itself. If you "have" the leaders, you have the country and if you have the key states, you "have" the world. Force rules the world; leaders rule the nation-states that comprise the world and whoever "has" the leaders, decides world politics/world history. The fact that car parts go from A. to B. and eggplant goes from C. to D. is obviously a secondary econo-technical realm of details.

Thus strategic "heaven" results from an ability to "capture" psychologically leading governmental officials worldwide, especially those of the US. Such officials are seen as absolutely naïve children with zero overview or perspective and the moment they are "in the right pocket", you "control future "headlines" and hence history.

The Herzliya Conferences in Israel use the camouflage of conferencing to ensnare White House and Congressional leaders from the US. They then develop "Israel-fear" and will never oppose Israel and the Zionist pressure groups: they’re "pre-captured" before they know it. Take the case of Condoleeza Rice, the National Security Adviser.

You will see the name of Condoleeza Rice below and the point to realize is that the real purpose of the conferences is not really the exploration of issues at all, but the pre-capture of officials like Condoleeza Rice. If you have pre-seduced the gatekeepers to the future—top US officials—the rest is academic anyway.

This then builds up to the world we see: "Isra-America", giving itself carte blanche to do what it wants, with an America-lead-by-Israel shape. This was created by the globalization of seduction, with Israel playing the suitor and America/Washington as the (willing) ingenue.

The globalization of seduction means that it is important that peace activitists attend such Conferences, Labor Party representatives such as Simon Peres, even Arabs. Since the entire operation is a stage set which allows the "creeping annexation" of both Palestinian territories as well as White House and Congressional personalities, none of that matters.

Sharon gave the keynote speech at the Conference and Pat Robertson and other "captives" were in the audience, along with the usual players such as Netanyahu, Olmert, Michael Ledeen, et al.

The third Herzliya Conference, held last year, celebrated the 120th anniversary of the genesis of the modern Zionist enterprise and the first wave of immigration, the First Aliya. The fourth Herzliya Conference, being held this week, commemorates the centenary of "Storms in the South" – the series of murderous pogroms against Jews throughout Southern Russia, the Ukraine, and Belarus. It also marks the sixth Zionist Congress, which debated the ‘Uganda Proposal’, the first appearance of organized Jewish self-defense against the rioters in Gomel (Belarus), and the immigration of these combatants to the Land of Israel in late 1903, thus commencing the Second Aliya (1904-1914).
Such a long-term perspective is often necessary for those at the helm when dealing with current affairs, let alone for strategic planners. Concluding last year’s Conference, the Prime Minister, in his first ‘Herzliya Address’, outlined his diplomatic strategy that entailed adopting the ‘Roadmap’ as he envisioned it. It then seemed to those of us at the Conference that this strategy would constitute Israel’s course following the then-imminent event – a war in Iraq. Even then, Conference participants were discernibly concerned about the ‘day after’.
The ‘day after’ is already behind us. The United States conquered Iraq easily enough and, later, officially launched the Roadmap. Iraq’s ruler however, has since gone into hiding and the stabilization of Iraq has encountered serious difficulties. The Palestinian ruler has also remained at his post, thereby depriving the Palestinians of a new leadership that would be able and willing to enter the Roadmap process. Thus, terror and violence continue to reign in both the Iraqi and the Palestinian-Israeli realms. This week, Prime Minister Sharon will once again honor the Herzliya Conference and deliver his second ‘Herzliya Address’, in which he will probably sketch out the principles of his new strategy in light of evolving circumstances.
The very term ‘strategy’ has multiple uses: the course of dealing with an adversary; long-range planning; prioritizing among goals and options; and, finally, strategy may also connote the action of the strategus, i.e., leadership. The themes of this year’s Conference reflect the wide scope of Israel's national agenda, as well as the current unique reality – the urgent need for strategy in all of the meanings above. The economic situation has created a forbidding inevitability forcing prioritization between the requirements of defense and those of the social and education sectors, which rank high in any national security balance. The impasse in the peace process, continuing Arab-Palestinian enmity towards Israel, nourished by mounting anti-Semitic hatred, necessitates complex maneuvering and choices between different options, unilateral or other, whilst the battle and struggle continue. Developments in the international arena and threatening processes in the region, such as the ominous prospect of a nuclear Iran, call for a long-term and sober assessment, which should yield short-term policy actions.
This Conference’s deliberations, along with the task force reports specially prepared for the Conference, will suggest new ideas and proposals, which hopefully will be put to the Israel decision-makers. One thing, however, is evident – Israel's situation and the wide ranging policy actions required call for statesmanship and leadership at the highest level. The exhibition in the Conference venue’s foyer, displaying pictures of the Second Aliya, may prompt one to reflect on the fate of the Jewish people, as it is still subject to repeated storms and threats a century later. Just as the dispute regarding the ‘Uganda Proposal’ divided the Zionist Congress one hundred years ago, Israeli society today is divided over the appropriate strategy concerning its most existential questions. It is comforting to note however, that in spite of the dividing disputes, Israelis could have relied on their leaders' vision, always tempered by pragmatism, and upon their own creativity, steadfastness, and resilience. These qualities are once again being put to the test. Yet, in order to tackle head on the challenges currently facing Israel, it is essential that strategic decisions be taken in view of the national interest – transcending partisan or sectorial consideration. This is the leadership imperative at this juncture. This is also the inspiring legacy of Israel’s first Prime Minister, David Ben Gurion, whose passing thirty years ago we will be marking at the outset of this year's Conference.

The Herzliya Conference

The Edmond Benjamin de Rothschild Herzliya Conference on the Balance of National Strength and Security" is unique among the plethora of Israeli and international conferences. Its wide scope encompasses all the major issues on the Israeli national agenda, its methodology is integrative and interdisciplinary and its goal is to influence the political, economic, social and defense agenda of the state of Israel. At the same time, the Herzliya Conference has become the annual "summit" of the most influential Israeli and international leaders that meet to consider issues crucial to Israel’s national policy. The IPS established this conference to fill an acutely felt need for a high-level forum, in which senior leaders of diverse yet relevant backgrounds could convene to consider issues crucial to Israel's overall security, broadly defined.

The Conference brings together under academic auspices in a nonpartisan, informal atmosphere, far removed from the distractions of day to day business, an exclusive group of approximately 300 leaders, Israeli and international, from pertinent fields - government, the private and corporate world, the defense and intelligence communities, political circles, major Jewish organizations, the media and academia. For three days, these leaders address, discuss, and debate the most pressing issues on the national agenda. That agenda covers not just the military and diplomatic domains, but also such increasingly important matters as economic viability, social cohesion, government performance, education, and world Jewish affairs.
The Herzliya Conference consists of a year-long work cycle of the following consecutive phases:

1. Preliminary research and analysis conducted by task forces and commissioned experts;
2. The Conference, at which major policy statements and initiatives are delivered, followed by debate on the issues and the reports of the task forces;
3. Executive reports presented to key policymakers, summarizing the Conference's proceedings, findings, and major policy recommendations.

The Herzliya Conference has become Israel's center stage for the articulation of national policy by its most prominent leaders: the President, the Prime Minister, the IDF Chief of General Staff, and the leading contenders for high political office. Thus, in 2002, Prime Minister Sharon chose to deliver his most important foreign policy speech, now commonly known as "The Herzliya Address", at the Herzliya Conference.

The Conference proceedings, reports and recommendations provide real and timely input into the annual national assessment process of Israel's National Security Council and into the deliberations of the Knesset Foreign Affairs and Defense Committee. IPS cooperates and shares its product with a network of first-class institutions abroad; its work is sometimes requested by foreign governments, the U.S. Department of Defense, among others.

The Herzliya Conferences have given salience to key issues. The first Herzliya Conference was publicly credited for being the first to thrust the geopolitical ramifications of demographic trends as a crucial factor in the negotiating process. The very concept of "hosen" (Hebrew for strength, endurance, and resilience), used as the central theme of all the Conferences, turned that concept into a widely used currency in public discourse and in many official pronouncements.

Israeli government authorities adopted numerous Herzliya Conference reports and recommendations as official policy, such as:

 
  1. Defense Policy - The 2001 Shahak Task Force report that analyzed Israel's long-term deterrence strategy spurred a National Security Council review of the issue.
  1. Foreign Policy - The 2001 and 2002 Conference plenum, explored and debated a wide range of proposals on how to resolve the Israeli-Palestinian impasse; some of these initiatives were introduced for the first time at Herzliya, thereby enriching the menu of policy alternatives.
  2. Public diplomacy - an IPS Advisory Panel on Israel's international legal and media campaigns put forward strategies and ideas to better manage Israel's international public diplomacy (hasbara) effort, some of which energized relevant government agencies and NGOs.
  3. Economic Policy - The Ministry of Finance incorporated the 2002 Ayalon Report on leveraging hi-tech industries for Israel's economic growth into the national economic recovery plan Social Policy - In 2003 the Ministry of Education adopted and budgeted the 2000 Shoshani Task Force Report on 'Maximum Utilization of Education Systems', thereby increasing efficiency and cutting expenditures by NIS I 00 million.
  4. Jewish World - The Herzliya Conferences led the way in factoring Diaspora Jewish concerns and viewpoints into Israel's security equation as central and permanent components. In so doing, it set an example for others, such as the National Security Council, which followed suit.

 

The Herzliya Conference is well noticed in the United States, Europe and across the region. Senior American and European officials and researchers have attended and participated in the Conference.
